The answer is nobody. For example the old question if the US team is number five or 25 in the world is as important as the US super bowl in europe. The truth is on the field and who cares about the ranking or the qualification round or the fist round and so on when your team wins the cup and the cup or at least the final is everything that counts. Nobody in greece cared about the ranking of the team in 2004 after they won the euro. The question is who needs a FIFA ranking?
